
Donald has 40 years' experience in private companies, state-owned enterprises and New Zealand Government departments. Donald specialises in numeric analysis, forecasting, tariff, and regulatory matters. He has prepared high level papers for Cabinet and Cabinet Policy Committees, boards and interdepartmental committees. Donald has extensive experience in corporate strategic planning in both the public and private sectors, and in working with specialised technical, IT and engineering staff.
At one time Donald worked for the Petroleum Corporation of New Zealand and was responsible for economic evaluation of the Corporation's plans for expanding its gas transmission network and for obtaining regulatory approval for its plans to bring its own gas and oil-field discoveries on-stream. He also negotiated major multi-year gas supply contracts for the Corporation's methanol production plant.
Donald has a Bachelor of Science (with honours in Chemistry) from Otago University and a MBA with Distinction from Victoria University.
